Construction supervision is responsible for approving the necessary supervisors amongst those who have submitted an application or notification via Lupapiste. The person implementing the project and the supervisor must both be included in the supervisor application.
General supervisor
All construction work requiring a building permit must be overseen by a general supervisor. Construction work requiring an action permit must be overseen by a general supervisor only when it is necessary for reasons related to safety or health during the use of the object, or due to landscape and environmental considerations.
The entirety and quality of construction work corresponds to the general supervisor, who is responsible for ensuring that the work is carried out in accordance with the granted permit, construction rules and regulations, and good construction practice.
General supervisors must ensure that the building supervision authority is notified of the initiation of the construction work and that an up-to-date copy of the construction work inspection document is kept at the construction site, as well as order all the inspections required in the permit.
The corresponding Government Decree provides more detailed regulations on the management duties of general supervisors and their reporting obligation.
Specialised supervisors
With construction work that requires a building permit, in addition to a general supervisor, there must also be supervisors overseeing the construction of the property's water and sewerage equipment and the ventilation equipment if it is necessary due to the complexity of constructing the equipment.
If the construction work requiring a building permit or a part of it is demanding, the construction supervision authority may, in the building permit, at the kick-off meeting or for a special reason during the construction period, order that the construction work also include supervisors from other specialist fields.
Specialist supervisors are responsible for ensuring that the construction work is carried out in accordance with the granted permit, construction rules and regulations, and good construction practice.
Complexity classes for supervisor positions in construction work
Construction management tasks are divided into complexity categories based on the purpose of use of the building and its premises, protection of the building, building size, the physical and health characteristics of the building, load and fire load, design methods, load-bearing structures, requirements related to the environment and construction site, as well as construction conditions and methods used in the construction.
The complexity categories include exceptionally demanding management position, demanding management position, common management position and minor management position. A single construction project may include management tasks from different complexity categories.
