End-of-life vehicles

Scrapping of vehicles

A car or van can only be removed from the register with a scrapping certificate.

Car and van owners may deliver their vehicles to a take-back-point.  At take-back-points, end-of-life vehicles are received free of charge and removed from the register, after which the same vehicle can never be registered again. Take-back-points are responsible for handling hazardous waste and recycling car materials in accordance with applicable laws and regulations.

Suomen Autokierrätys Oy is responsible for the recycling of decommissioned, scrapped vehicles. Please check the company’s website for your nearest office.

Moving of vehicles by the City

The City of Uusikaupunki may move abandoned vehicles and vehicles that are obstructing maintenance operations from the street and public parking areas. Vehicles obstructing the traffic are moved by the police.

The City is obliged to ensure that all end-of-life vehicles are removed from the environment inside the municipality’s borders, if the owner of the end-of-life vehicle neglects their obligation under the Waste Act to deliver the vehicle to an appropriate take-back-point.

Abandoned and end-of-life vehicles will be moved to  Remeo Oy,  Orinkuja 1, 23500 Uusikaupunki. Before a vehicle is moved, the owner and holder of the end-of-life vehicle will be given seven days to move the end-of-life vehicle. The owner of an end-of-life vehicle can deliver it free of charge to a take-back-point authorised by Suomen Autokierrätys Oy for scrapping.

If the owner of an abandoned vehicle is unknown, the vehicle will be announced on the City's notice board for at least 30 days. If the end-of-life vehicle is burned or otherwise poses a danger to the environment or people, the City will transfer it directly to a take-back-point. The City will issue a written decision regarding the transfer to the most recent owner that appears in the register or another known owner or holder. The decision will be issued immediately after the vehicle has been moved. The decision includes a request that the owner pick up the vehicle within 60 days of receiving the information, or else the vehicle will be appropriated by the City. The owner or holder of the vehicle will be obliged to compensate the costs incurred for the transfer arrangements, transfer, storage and management of the vehicle.

Reclaiming a vehicle

The owner of an announced vehicle will be requested to pick up the vehicle within 30 days of receiving the information, or else the vehicle will be appropriated by the City. If the owner wants to pick up their vehicle, they must pay the transfer fee before they can claim the vehicle. Vehicles will be handed over to their owners in exchange for a payment receipt. If a vehicle is not picked up within the time limit, the City will invoice or collect the costs caused by the moving of the vehicle by means of legal action.
